I'd imagine this is about curbing drug trafficking more than anything. Back in my party days, I had quite a few friends that would use Amtrak to move their weight across state lines.

I can see why this would be lucrative now a days. Go to a state with cheap recreational marijuana, and then take a train back to a state that is still illegal. You could easily double what you put into it.
