What about the Benecia-Martinez bridge? Sometimes the capitol corridor train gets stuck there because a container ship has to pass under it. None of this infrastructure was well planned, it was all adapted to hundred year old rail lines with very low capacity in mind. I ride the Amtrak regularly and it's basically half empty most the time. Nothing to do with covid either. All that to say, the freight is probably more important. |
