But it's a tariff on revenue that goes to Russian oil companies--all of whom have close ties to Putin's administration. Again, I can't speak for Ukraine, but I think their policy position is clear. It's not like the Ukrainians are saying, "Russian oil is great! Everybody buy it now!" |
