From the message Apple sent you it doesn't appear Apple is blocking anything but that payments are being blocked further down the line where Apple has no control.
I agree that they may have no control. However they also flatly deny any information on what may have gone wrong - and bank wires hardly ever fail silently. So they definitely have some info, but have no desire to cooperate.
