Unfortunately both this and USDS require the applicant to be a US Citizen.

I wish there was a similar option for folks who are not yet citizens but currently work in the US tech industry (maybe in exchange for some sort of a streamlined path to citizenship).

Sure, and why not? I’d rather hire a competent foreigner over a lousy citizen any day. More generally though, I would support seriously beefing up the educational system, sparing no expense to ensure it’s the best in the world. Unfortunately, the ones who tend to be against immigration also tend to be against improving education, and you simply must pick one or the other, or perhaps even both, if the US wants to stay competitive in the world.
