I'd wager that employers/corporates are precisely their target market with this sort of pricing.

Similar to conferences - $2500 plus travel means only a few successful consultants will go on their own money.
I personally think that is an intended consequence. In their minds, it keeps out the riff-raff.
For corporate customers it usually costs significantly less. Few years ago I worked in a very big company, and as I remember, O'Reilly subscription cost per person was < $50
