Tor, IPFS? It's still besides the point, though: Internet is like radio waves; sure you can be prosecuted for using them for activity that's illegal in where you currently are, but it does not constitute a threat to electromagnetism. |

Clients host the content they access.
The real IP address of people hosting any particular content is discoverable.
Using IPFS for this use case could make for an easy list of targets.
