I keep hearing this a lot, but how do "we as a society" have a "conversation" about something, exactly? Twitter?

Yes. And here, and Facebook, and at the bus stop, in the office breakroom, around the dinner table, etc.

And hopefully enough of the people in those conversations then write their representatives.

That's adorable. The reality looks more like an inflamed populist movement mounted atop a bucking orange baffoon.
Somehow the world came to a consensus that nuclear weapons should never be used, and that genocide and slavery are reprehensible. Creating and/or modifying viruses to better infect humans belongs on the short global "don't do" list.
