That's what they're currently attempting with Java. Kotlin is basically JetBrains' attempt at dominating the ecosystem,

Only if you think you need an IDE for a language to be usable. People sometimes make that argument about Java but kotlin is far less verbose.

Intellij Idea Community Edition with Kotlin support as well. Also free as freedom and free beer.
