For some idiots it comes as big surprise that martial law means also that fighting age men will not be able to leave as they please. This is the law in many countries. Especially in those whose war time army depends upon reservists (people who have ended military education and are assigned into reserve).

Reservists are not just standing meat. They are called to take part in continued military education (read participate in training maneuvers) time to time.

It is called mobilization when war time army is called into service and because its members were before part of the economy, it is actually really not cheap operation.
