This is a description of what people should do, not what people actually do, and I don't see what relevance it has to the discussion. Millions of people drive while over the limit of alcohol consumption [1]. It is totally plausible that self-driving cars could radically reduce that number and improve overall safety even if they are not perfectly safe and occasionally cause accidents.
