Storing data accomplishes nothing unless the agency involved is organizing, collating and sharing that data with others.

Do you really believe "they" have the time and money to do that with that much data, considering 99.999% of it is dross?

Yes, absolutely I do. They have protocol analyzers that reverse engineer wire traffic to put it into semistructured form for processing with MapReduce.
