The Russian government intentions being what they are, still: (i) This news can also be read as "Russia prepares for the possibility of being cut off from the global internet" (ii) Having access to important services (government agencies, banks, etc.) without being reliant on private, foreign companies is not that bad of an idea, even for the most democratic of countries.
