There’s not nearly enough information here to offer advice - or to tell if the ban was justified. Why was the previous account closed?

Generally I’d expect this to be an uphill battle and the best advice is probably to move on to a new platform or put your skills to work on someone else’s product.

I don't why the previous account got terminated, because I've no relationship with it. If my relationship with that account ended 4 years ago, do you think the ban can possibly be justified? My apps have 2 million users(monthly), I can’t give this up so easily. Please tell me what information I can provide so you can give me advice.

Isn't that exactly the problem? Your previous account had "issues" with Apple. And now your account has been associated with a problematic account.

That wasn't my account, only my Apple ID was a user of that account until May 2018. That account probably terminated a year ago, so almost 3 years after I had an association with it.

By "I don't know why the previous account got terminated" I mean I have no knowledge of anything in that account.
