If you click and drag any of the icons on the wheel it won't work. Click and drag the whitespace within the wheel and it works.

That’s what I (not OP) needed to hear! I’ve never used a physical iPod clickwheel and I tried dragging from the center and from the buttons (not between the buttons) dozens of times before coming back here and reading this. Hope jarrenae considers clarifying this on the site.
