Press release is rather vague. Does it mean that o365 will stop working in Russia? Local or hosted Exchange? Or is it just new sales?

Correct, it won't affect subscription services such as Xbox Live, Game Pass, Office, etc, because that isn't a new sale, it's a continuation of an existing sale.
