RT was never banned in Russia (well before the EU decision at least). It was never allowed to broadcast because it would have to get a German TV license. I didn't get one instead it good some from Lichtenstein (?) for broadcasting which is just not how that works.
TLDR Germans de facto banned it, if they had no problem until now with the licensing
No minister or administrator made a decision to deny RT some license. All they did is to enforce in an indiscriminate manner German law. Other stations which broadcast without license would also be treated in the same way.
sure and this enforcing right now during Ukrainian invasion is complete coincidence /facepalm
