There is no border. It really depends on your reviewer. You can definitely try, like maybe make a wrapper for your webapp, but i wouldn’t bet on succeeding.

There was an article a while back about someone who kept getting rejected trying to submit an app similar to Wordle, despite lots of obvious Wordle clones getting accepted. Also see: lots of garbage on the app store like buggy apps and apps which seemingly violate some of the guidelines.
