Actually, I just remembered even better movie to recommend, if you are not deterred by a black and white foreign movie with subtitles - The White Disease [1] - a movie from 1937 where a hardened dictator, the leader of a big well armed country is preparing to attack a small country during the pandemic of a new disease.
