No, it's a PR company from Signal. I'm in Kharkiv right now. I know no one who uses Signal here. Everyone still uses telegram for all the communication and news.

There is a lot of news about Signal, but it's simply not here. And yes, if I have to replace it, I'll go with something that does not require a phone number. Mobile networks might go down.

The irony is that Telegram is operated by a Russian company, it's linked to your phone number, and it's not end-to-end encrypted by default so everything is plain-text (even p2p messages are not encrypted, unless you enable that option).
