Apparently Zelenskyy thought Ukraine had a chance of joining NATO, and was actively partnering with NATO.

I don't see any reason why Ukraine couldn't join us.

On 14 September 2020, Ukrainian President Volodymyr Zelenskyy approved Ukraine's new National Security Strategy, "which provides for the development of the distinctive partnership with NATO with the aim of membership in NATO." Zelenskyy can think a lot of things, doesn't have to be true. Most recent example was him thinking that diplomacy would prevail and Russian wouldn't invade, and we all see how that turned out. As for reasons why it wouldn't happen, Ukraine joining NATO goes against German energy interests, and joining NATO requires you to not be in any conflicts, which Ukraine has been in with Russia since 2014 on the eastern border.

Ukraine couldn't join because there's territorial disputes and NATO doesn't allow that.
