Not an expert in any way, but from what I have read the symptoms of Havana syndrome pretty closely match panic attacks.I think this is likely the security/intelligence community refusing to acknowledge the mental toll of their job and attributing these problems to their enemies. It doesn't help that speculating what kind of technology could cause these issues is much more interesting than "it's stress"
