Exactly this. What we learnt from No Child Left Behind was: a) Just like in software companies, unless a metric is very well thought through, people will game the metrics. That’s what happened with NCLB with schools teaching the test. b) A significant amount (maybe the overwhelming majority) of schooling success is predicated on support outside of the school. So penalizing schools for poor outcomes only serves to further penalize kids who don’t have support outside their schools and need the school support the most. |
