The issue in each case was that a really bad person had a secret bank account with a huge amount of money which they could never have acquired legally. For generations, Swiss banks allowed this, and of course every dictator, embezzler and money launderer took advantage of this. But finally Switzerland legally prevented this - except Credit Suisse decided not to follow the laws.
