I've heard nothing but bad things about the housing market in California. It makes sense that development is going to be hard when you have so many stakeholders for each and every plot of land, but still.

I remember reading about how single individuals and families will sue entire developments and usually succeed in stopping them [1]. Can't imagine the frustration that developers and government officials have to deal with.

Fallacy. The "housing market" people whine about is generally limited to urban/suburban areas of the westernmost sliver of the state. California is a big place.
