I would be very surprised if that is the real "high" point there. Maybe, the country is very small or lacks tech universities & engineering/math "tradition". Tax systems are very different in the region, but with 6 years or experience and intermediate/advanced English even in Ukraine capital the median is $54K, while the third quartile is $66K.
