Yes, probably. But more important than having a quantification is, that people register the fact that such effects exist. Depending upon how most people would define fairness, the conclusion from the existence of these effects could then be: there need to be measures taken (taxes, subsidies, ...) so there's some degree of compensation, otherwise society will find itself in an (unnecessarily) instable dynamic.
