This script will show a cookie notice much like a lot of big sites by Google Inc and many other companies. It doesn't manipulate cookies or deletes them, etc.
The purpose is to implement a cookie notice and nothing else.
Most likely uBlock has been installed by you so you gave a third party app to decide for you what the web-pages you visit should include or not. I would not use uBlock, that script doesn't include any tracking so uBlock blocked it wrongly.
Some of the examples of why you need a cookie prompt are false.
Cookies that are used to provide expected functionality (e.g. log in session cookies) do not require a prompt.
