It does sound as if anyone has G Suite Legacy Free accounts will need to start paying. There is a help article which outlines this in more detail: https://support.google.com/a/answer/60217?hl=en-GB

Sure, I hadn't thought of people using G-Suite on a custom domain they control for personal reasons... I guess to have gmail at a different domain?

Ah that’s fair. I used it for a few small projects and personal domains, nothing commercial. Gmail felt way ahead at the time and having it free for my own domains was great.
