Haha, what a huge oversight on my part, of course citizens and non-citizens have different rights. One of the legal principles of Israel is: > The right to exercise national self-determination in the State of Israel is unique to the Jewish people. [0] There's also a legal path from citizenship to legal-residency, which I would surmise is used almost exclusively on non-Jewish citizens, as well as the blanket permission for all Jewish people (and no one else) to become citizens of Israel.
