I help companies with their technical recruiting. They're always trying to get more candidates in to interview. However, they're not looking to source candidates externally. They simply want help digging through all the candidates in their applicant tracking system (ATS). They already have so many applications, even ones that are years old, that they've built up a massive resume database that they can sort through. So they have no need for applications, LinkedIn outreach, etc.
