This is about adapting algorithms that deal with congestion of network packets to reduce congestion of a game loop (refreshing as fast as possible, but no faster).

is it? I thought the article was about optimizing the communication of CPU -> GPU.

It definitely uses a lot of network-theory language so it reads like a foreign language to me (in a good way).
