My two cents...There's a lot to read. I'd expect the home page to say that you can "Get local news, weather, traffic and deals" and a place to enter your zip to see if it's in your area. Your option are then to either signup or be notified when their city is available. I won't think to "check back often", so you should immediately want to capture interested users on their initial visit.
