Wobbly windows are still available in KDE Plasma Desktop Environments (I use Kubuntu, but there are many others).

Settings > Workspace Behavior > Desktop Effects > Enable Wobbly Windows

I just tried (on most recent versions with Fedora 35). Did not work yet :( Maybe after restart.

Interesting. On my KDE 5.18 (Kubuntu 20.04 LTS) Wobbly Windows worked as soon as I clicked Apply.
