while Portmaster https://safing.io/portmaster/ is open-source, offers precompiled packages for Windows 10/11, Debian/Ubuntu and Fedora and is reported to work (sometimes not perfectly) on many kernel/desktop environment combinations, see https://docs.safing.io/portmaster/install/linux .

I can't figure out but does it support showing a popup on every new program trying to connect to Internet and blocks it until I provide permission to connect?
Yes, it does. Here is the setting in the reference: https://docs.safing.io/portmaster/settings#filter/defaultAct...

However, I must add that the prompting system is rather MVP and we are looking for ways to improve it mid-term.
