If it were, the personal sites and small uncensored platforms you mention would be sought out by it, but with few exceptions that practically never happens. Even with platforms with the potential for limited/no content moderation like Mastodon, the bigger nodes with less polarized demographics tend to be those that moderate their content. It's almost impossible to build a healthy community on a platform where anything goes.
