Is using the bot API for this purpose sanctioned by Discord? They recently banned a third-party client and its developer(s?). I don't remember whether mere users were also banned.

I think it would be good if potential users of this audio bridge could have clarity on whether this puts their Discord accounts at risk of being banned. At least that's the question that goes through my mind.

This isn't a third party client / self-bot tool, as far as I can tell. It just runs as a legitimate bot account in a Discord server and relays the Mumble stuff.
