It baffles me as well. It’s exceedingly obvious (to me) how significant an effect it has on wellbeing, yet it seems virtually ignored, particularly in the US. I’ve found that it’s somewhat better in the UK (London), but there’s still a ways to go. It’s a classic example of a commons. It’s something that benefits everyone, yet is SO easy to wreck for everyone for miles in every direction.
