NAVSEA had no idea what they are doing with regards to C&C on subs. NAWCTSD used to have good ideas. I remember that the NAVSEA rules were that you had to recover from a crash in less than 30 secs. The NAWCTSD rules under Ahlers were that you were not allowed to crash. Big contractors with big budgets ruled the roost and delivered poor results. I wish that the NAWCTSD "More with less" ideas had lasted. |
