This is probably the right course of action. However, it is unfeasible to derive a fair tax level in the current climate. Too many people look to force conformity and/or exact punishment, instead of engaging in a good faith tradeoff negotiation.

This is something I would support (https://news.ycombinator.com/item?id=29401254). At least for me, and probably for (many?) others this would bring the issue from intolerable "fight-or-flight for your life" level, to a much more manageable "oh well, stupid govt is at it again". It is much harder to get suicidal over an extra tax, so the tension will deflate markedly. An extortion act is quickly forgotten, while physical violence is not easily forgiven.
