I think a nation states need to just simply start banning web development / ad tech development, restricted butlerian jihad. The internal brain drain must hurt actual STEM fields at this point. Masters in CS going to write webapps seems just tad bit insane.

In developing countries such as mine, people do their undergrad in something else and do their masters in CS after being qualified for it doing the GATE Exam. I suppose something similar happens in other countries as well. So perhaps that is why a Masters is an optional requirement.
