No, you are not to believe that, there is no evidence for it. But there is plenty of evidence that nation states in general have done research on the weaponizing of disease. Note that that doesn't rule out that it wasn't the case, but it is to the best of my knowledge not something that we have even a shred of direct evidence for. |
