I think this is entirely dependent on the country in question because rules around central bank operations are very different in different parts of the world. Some can directly create money and some can even seize assets. Note that if Central bank digital currencies are allowed then Central banks will most certainly be able to influence the currency in circulation with much more power than they currently do. |
