cool. i have a massive "excel" file that i created over the past 4 odd years. always tinkering with it, adding features.

i tried to get started but a new app from scratch is just not possible for me.

i have a simple question though. can this "self hosted option" work completly offline?

Yes - we want this, except that we happen to have an open bug for this at the moment: https://github.com/Budibase/budibase/issues/3164 - so it's not working right now.
