"Vetted" becomes a problem with on the ground resources.

There's already a large entrenched animal trade industry that has nonprofits with muscles and lawyers and shady networks of "rescues" that generate shocking profits. Then there's the actual "pet trade" which is even shadier, especially when you get into the insurance aspects.

I suggest saving your soul and limiting your involvement to something like a directory, then your responsibility doesn't extend too far.

Edit: There are good animal rescues and even organizations; but they're limited in reach and by the fact they're often staffed with good people who wont act in predatory ways.
