I thought the power shortage was caused by the lack of coal, which caused coal prices to rise.

They basically drive up to the vast open-pit mine and fly a drone overhead to show it has been cleaned out.

Possibly. My point is that because China had set a fixed price for electricity, as soon as the price of coal got too high a bunch of power plant operators suddenly stopped producing power because they would lose money doing so. If the operators had been able to raise their prices, then there would have been no power outages.
