Incentives - exactly. "People managers" prioritize interpersonal manageability while owners / "sufficiently incentivized" / technical managers have more weighting towards competency and execution performance. At either end of the "sociable vs competent" spectrum (a reduction for sure), an underperforming or rude colleague will invariably decrease output from ordinary team members.
