It implies that a vaccinated person is less likely to spread it than an unvaccinated person, which is obviously true, given that the vaccine significantly lessens the chances of having it (if you don't have it, you won't spread it), and even for those who do get sick, it lessens the severity of the symptoms (a person coughing mucus and spit everywhere is more likely to spread it than someone who just has a fever).
