The Western Regional Security Office is housed at the NOAA Western Regional Center.

On some level, NOAA is a national security asset, I would think, so it makes sense. Also, they appear to provide security services for other, smaller agencies within the DOC.

Clandestine agents with umbrellas is a common TV/movie trope
My next thought was to umbrella corp. from resident evil, there are also similar clandestine orgs in fiction using the umbrella name / logo
