Since connected standby, Windows certainly does not do suspend better than Linux. I’m not sure it’s even capable of suspending any more. See for example this recent report of Dell advising that customers should not expect their laptops to suspend [1]. I’ve owned a laptop with this feature and replacing Windows with Linux allowed me to actually use S3 sleep again, safely put the laptop in a bag without worrying about it turning itself on, and it improved the battery life when sleeping by a factor of like 5-10.
